The City of Chula Vista's CO2 Reduction Plan

An Effective Practice

Description

In collaboration with the Cities for Climate Protection Program headed by the International Council of Local Environmental Initiatives (ICLEI), the City of Chula Vista has prepared a carbon dioxide reduction plan (CO2 Reduction Plan) to lower the community's major greenhouse gas emissions while strengthening the local economy and improving environmental conditions. The CO2 Reduction Plan is focused on reducing fossil fuel consumption and decreasing reliance on power generated by fossil fuel.

Goal / Mission

The CO2 Reduction Plan was officially adopted by the Chula Vista City Council in November 2002 and aims to reduce CO2 emissions to 80% of 1990 levels by the year 2010. Specific action measures include:

- Municipal clean fuel vehicle purchases
- Green power use and public education program
- Telecommuting and telecenters
- Enhanced pedestrian connections and increased housing and employment density near transit
- Bicycle lanes, paths, and routes
- Energy efficient landscaping
- Solar pool heating
- Traffic signal and system upgrades

Results / Accomplishments

Among Chula Vista's achievements: Master planned communities pave the way for pedestrian friendly neighborhoods; select new homes built under the city's building efficiency program are 15% more energy efficient than state requirements; most of the city's transit buses were converted from diesel to natural gas fuel; and city leaders are actively pursuing fuel cell technology. Chula Vista was presented with one of the US Environmental Protection Agency's most prestigious awards during Earth Day 2003 ceremonies in Washington D.C.
